To define "WHEN," "WHERE," "HOW," and "FOR WHOM" within the context of progress and development, we can think of these terms as anchors in the complex landscape of growth (or "degrowth")—each representing a different dimension that shapes the trajectory of innovation, evolution, and societal transformation.
WHEN ? The temporal axis of progress.
"WHEN" reflects the timing of innovation, the critical moment in which an idea or solution emerges and is adopted. It could signify a kairos moment—an opportune, decisive time when conditions align for breakthrough—or it could highlight the long arc of gradual development. "WHEN" also represents the historical and futurist lens, asking not only "now?" but also "next?"—challenging us to anticipate future needs and reflect on lessons from the past.
WHERE ? The spatial and contextual dimension.
"WHERE" defines the place and environment in which development unfolds. It can be literal, as in geographic locations—urban centers of innovation or rural landscapes awaiting equitable progress—or more abstract, referring to spaces of thought, digital environments, or ecosystems where ideas thrive. "WHERE" also evokes questions about inclusivity and accessibility: in which domains and communities does progress truly occur, and where are the gaps?
HOW ? The mechanism or method of advancement.
"HOW" is about the processes, systems, and strategies that drive progress forward. This includes the methodologies used in problem-solving, whether through technological invention, scientific exploration, or creative reimagination. It reflects both the complexity and simplicity of the tools employed and the ethical considerations behind them—raising questions about the sustainability of these methods and their long-term impact.
FOR WHOM ? The beneficiaries, stakeholders, and victims of progress.
"FOR WHOM" challenges us to consider the (historically Poisson) distribution of development’s impacts—who gains, who is empowered, and who is left behind? This question speaks to issues of justice, equity, and inclusion, demanding that progress not be an elitist or exclusionary force but one that actively engages and uplifts marginalized voices. It pushes the conversation beyond technical success to the broader, moral implications of development.
Together, these dimensions and narratives—"WHEN," "WHERE," "HOW," and "FOR WHOM"—form a comprehensive, reflective approach to understanding the many faces of progress. They remind us that development is not linear or uniform but a multifaceted process shaped by time, place, action, and people.

Horizon Scanning, on the other hand, is a methodical examination of the external environment to identify emerging trends, weak signals, and transformative factors. It involves monitoring a broad range of sources and information to stay ahead of changes on the horizon. Together, Foresight Assessment and Horizon Scanning form a dynamic duo, equipping decision-makers with the tools to navigate the complexities of an ever-evolving landscape and make informed choices for a resilient and adaptive future.
